Classification criteria for apartments
Article 5 of State Circular 31/2016/TT-BXD classifies apartments according to the following criteria:

Apartment types according to four criteria
On the basis of the aforementioned four criteria, apartments are categorized into three distinct grades: A, B, and C. Each grade has unique characteristics.
Grade A: luxury apartment
A Grade A apartment complex must meet all of the following requirements:
Architectural design
The location of this grade is Less than 0.5 kilometers from the main road (urban and regional level), and within less than 0.5 kilometers of urban public transport such as gas stations, wharf parking, bus stops, etc., an apartment building has a convenient transportation system.
- The maximum building density is 45 percent.
- The apartment's main hall is separated from the entrances to the parking area, service area, commercial area, and other public areas. There are a reception desk and seating area.
- The minimum width of corridors is 1.8 meters.
- The apartment's average usable space is at least 35 m2 based on the number of bedrooms.
- The average number of bathrooms in apartments is 0.7% of the total number of bedrooms.
- Each elevator must serve no more than forty apartments.
- Each apartment must have at least one covered parking space.
Technical apparatus and systems
- Power supply system: fully equipped with a backup generator with the capacity to support all building activities, as well as the building's general lighting and equipment.
- Water supply system: Each apartment's daily-use water tank must have a minimum capacity of 1,600 liters, ensuring a supply of 200 liters per person per day and night for two days.
- Information-communication system: Provide each apartment with cable television, a telephone network, and high-speed internet service.
- Fire prevention and suppression system: fully equipped with apparatus, a fire alarm system, and automatic fire suppression in public areas and within the apartment.
Societal services and infrastructure
- There is a shopping center or grocery store within a one-kilometer radius.
- There are two of the following sports facilities in the building, the master plan, or within 200 meters of the building: a gym, swimming pool, tennis court, or other sports field.
- There is a separate playground for children and residents within or within 200 meters of the planning area.
- A hospital or clinic is located within a half-kilometer radius.
- There are kindergartens and elementary schools within a half-kilometer radius.
Quality, administration, and operations
Elevators, public lights, pumps, generators, alarm and fire fighting equipment, and other equipment (if any), including air conditioners, gas supplies, and hot water supplies, are still covered by the company's warranty. equipment manufacturer or supplier. If the equipment is no longer under warranty, it may not be more than 10 years old from the date of expiration and must be inspected to ensure quality and proper operation (tiling, paving, plastering, painting, etc.).

Architectural design
- Location: having a convenient traffic system within 0.5 kilometers of the main road (urban and regional levels); urban public transport (bus stops, subways, and sky trains) within 1 kilometer.
- The maximum density of buildings is 55%.
- The apartment's main lobby has independent access to the parking area, service area, retail space, and other public areas.
- The apartment corridor must be at least 1.5 meters wide.
- The average usable area of the apartment is at least 30 m2 based on the number of bedrooms.
- Restrooms: The average number of bathrooms per apartment's total number of bedrooms is 0.5.
- Each elevator is limited to serving a maximum of 50 apartments.
- A minimum of two apartments must share one garage (with a roof).
Technical apparatus and systems
- Power supply system: The apartment is outfitted with sufficient backup generators and a power supply system to ensure the operation of equipment and general lighting in the event of a power outage.
- Water supply system: The daily water storage tank for apartments must have a minimum capacity of 1,200 liters, ensuring a supply of 150 liters per person per day and night for two days.
- Information and communication system: Each apartment has access to cable television, telephone networks, and high-speed internet.
- Public areas are equipped with automatic fire alarms and extinguishing systems and equipment as part of the fire protection system.
Societal services and infrastructure
- There is a shopping center or grocery store within a 1.5-kilometer radius.
- There are sports facilities, such as a gym, swimming pool, tennis court, and other sports fields, located in the building, in the overall planning area, or within a 500-meter radius of the building that is exclusively for building residents.
- There is a separate playground within the master plan or within 500 meters for children and residents.
- There is a hospital or clinic within one kilometer of the location.
- There are kindergartens and elementary schools within a one-kilometer radius.
Quality and operations management
- Elevators, public lights, pumps, generators, alarm and fire fighting equipment, and other equipment (if any), including air conditioners, gas supplies, and hot water supplies, are still covered by the company's warranty. equipment manufacturer or supplier.
